Prime Minister

THE PRIME MINISTER'S OFFICE

The Prime Minister’s Office, under the authority of the Prime Minister, is entrusted with assisting the Prime Minister in the implementation of national policies, leading Government activities along the major guidelines given by the President of the Republic and ensuring law enforcement. The PMO is also entrusted with the function of formulating the Government programme of action in consultation with Ministerial Departments.

MINISTRY OF FINANCE AND ECONOMIC PLANNING (MINECOFIN)

The Ministry of Finance and Economic Planning (MINECOFIN) has a mission to raise sustainable growth, economic opportunities, and living standards of all Rwandans. Among its goals, MINECOFIN works to maintain a stable macroeconomic environment with low inflation, moderate budget deficits, and sustainable public debt and to foster greater evidence-based planning and performance-based budgeting.

MINISTRY OF ENVIRONMENT (MOE)

The Ministry of Environment was established to ensure the conservation, protection and development of the environment. It also ensures the safeguard of green and climate resilience for growth of the economy.

MINISTRY OF AGRICULTURE AND ANIMAL RESOURCES (MINAGRI)

The Ministry of Agriculture’s mission is to develop and manage suitable programmes of transformation and modernisation of agriculture and livestock to ensure food security and to contribute to the national economy.

MINISTRY OF EDUCATION (MINEDUC)

The mission of the Ministry of Education is to transform the Rwandan citizen into skilled human capital for socio-economic development of the country by ensuring equitable access to quality education focusing on combating illiteracy, promotion of science and technology, critical thinking and positive values.

MINISTRY OF ICT AND INNOVATION (MINICT)

The mission of the Ministry of ICT and Innovation is to address national priorities for economic growth and poverty reduction through the development and coordination of national policies related to Information & Communication Technology policies.

MINISTRY OF HEALTH (MOH)

The main goal of the Ministry of Health is to provide and continually improve the health services of the Rwandan population through the provision of preventive, curative and rehabilitative health care thereby contributing to the reduction of poverty and enhancing the general well-being of the population.

MINISTRY OF DEFENCE (MOD)

The Ministry of Defence is responsible for ensuring the sovereignty and defence of the country by protecting Rwanda’s interests, territorial integrity, vital resources of the population and of the national values under the ambit of the Constitution and International Law.

MINISTRY OF JUSTICE (MINIJUST)

The vision of Ministry of Justice is to promote and facilitate the Rule of law in the country by emphasizing equality of all persons before the law and ensuring that judicial institutions are effective and efficient in the provision of legal services to the public. The Minister of Justice also serves as the Republic of Rwanda’s Attorney General.

MINISTRY OF LOCAL GOVERNMENT (MINALOC)

The Ministry of Local Government ensures the coordination of good governance and high quality territorial administration programs that promote economic, social and political development throughout the nation.

MINISTRY OF FOREIGN AFFAIRS AND INTERNATIONAL COOPERATION (MINAFFET)

The Ministry of Foreign Affairs and International Cooperation is responsible for establishing and maintaining quality relationships with other countries for peace, security and stability of Rwanda, the region and the world while participating in wealth creation through more efficient cooperation for development, promotion of investments and tourism, the transfer of know-how and technologies, and more equitable worldwide trade regional integration.

MINISTRY OF GENDER AND FAMILY PROMOTION (MIGEPROF)

The Ministry of Gender and Family Promotion (MIGEPROF) is mandated to ensure strategic coordination of policy implementation in the area of gender, family, women's empowerment and children's issues.

MINISTRY OF INFRASTRUCTURE (MININFRA)

The Mission of the Ministry of infrastructure is to ensure sustainable infrastructure development covering transport, energy, water supply and sanitation, housing and human settlement sectors aiming to drive Rwanda’s economic growth and enhance quality of life of the citizen. Vision To provide modern infrastructures for sustainable economic growth and socio-economic development.

MINISTRY OF EMERGENCY MANAGEMENT

The mission of this ministry is to attain a highly proficient mechanism for preventing, mitigating, responding, recovering, securing, monitoring and timely acting on natural and man-made disasters risks. The Ministry is also mandated to have a pro- active refugee policy and good mechanism for handling of Rwandan and Foreign Refugees affairs in respect of Rwandan law and international treaties.

MINISTRY OF TRADE AND INDUSTRY (MINICOM)

MINICOM aspires to drive Rwanda’s economic development agenda through civil society and private sector engagement. This is done by facilitating business through regional integration and ensuring the growth of a productive, middle class of entrepreneurs as part of a service and knowledge based economy.

MINISTRY OF PUBLIC SERVICE AND LABOUR

The Ministry of Public Service and Labour has a mission to reinforce the national labour standards, promote job creation and institutionalise an efficient and modern public service management framework that will enable private and public sector organizations to perform at their best and effectively contribute to improving the lives of the Rwandan population.

MINISTRY OF SPORTS

The Ministry of Sports has a mission to develop and support implementation of policies and strategies that lead to a winning culture in sports.

MINISTRY OF YOUTH and ARTS

The mission of the Ministry of Youth is to create an enabling environment for youth socio economic empowerment.

MINISTRY OF CABINET AFFAIRS (MINICAAF)

The mission of MINICAAF is to ensure that the Cabinet process is run effectively and efficiently and that proper consultations take place before policy decisions are taken.

MINISTER IN THE OFFICE OF THE PRESIDENT

The Minister in the Office of the President reviews all legislation before promulgation by the President of the Republic. The Minister is also charged with resolving the citizen complaints addressed to the President and supervises implementation of Presidential pledges; and serves as liaison between Cabinet and Parliament.
